Obama's recent stance/comments are almost exactly the same as Hillary's. I don't see where you (or the authors of that piece) are finding any substantial differences. Both say they'll change policy if Cuba 'moves towards' democracy---whatever the hell that means. Obama appears to have had a more enlightened opinion before, but has now chosen to tone it down to essentially what is Hilary's opinion. The only difference I could find was that Obama offers to remove all family travel restrictions while Hillary offers to provide family travel exemptions where humanitarian grounds apply (sickness, death etc I presume). Not a deal-breaker difference, if you ask me.
So, as one of the post-article comments points out, the authors are somewhat guilty of slanted journalism.
Unfortunately, you can't run for President and say you want to end the embargo. It's the mostly unknown third-rail in Presidential politics.
You won't win Florida and it'll be tougher to win New Jersey. (This is changing as the Cuban exile population ages and the next generation grows more American and less connected to the island.)
So, is this a position shift for the election? Yes. However, I do think he is more likely to open up relations with the island than anyone else in this race.
